I refuse to believe Ando is dead. There's no way Hiro would suddenly turn on his friend like that and kill him after all that crap he was giving Ando about ANDO killing HIRO in the future. There was probably some sort of ruse or trick up Hiro's sleeve -- come on, he emulates the heroes of comic books. Ando being dead right now wouldn't explain why Future Hiro said "You betrayed me!" or why Future Ando retorted with "No, I didn't!" If Ando were killed and somehow brought back, you would expect Ando to be claiming Hiro betrayed him or something. That future storyline just HAS to get explained at some point. So, definitely, I think there was some plan here.
One thing that's making me go WTF here is that all the good guys are turning bad (seemingly), and all the bad guys are turning good (seemingly). I'm interested to see what Mohinder is going to do. I don't like how he's suddenly so sidetracked/beating people up/murdering. It's totally not of his character, IMO.
As for Arthur Petrelli, I don't think his power is strictly control. Maury clearly had the mind power (he even said he was the one beaming in Linderman), and was probably talking to Arthur while reading his thoughts in return. Arthur, however, was somehow able to appear in Angela Petrelli's vision, in addition to completely paralyzing her limbs. In the vision, he had blood on his hands, indicating that he indeed gets out of his paralysis and was able to overtake someone like Peter (who is stuffed with powers and Sylar's hunger for murder).
His ability is likely going to be similar to Peter's or Sylar's... some sort of compilation of multiple abilities. Simply controlling people would be too similar to Eric Doyle's ability (who has the power to literally take over the motor functions of others). I can't think of one given ability that would describe everything we know about Arthur so far (except for maybe the ability to simply dump feelings/thoughts/actions into the minds of others, but that'd be too similar to Parkman's ability).
One thing I don't get is why Peter even needed Sylar's power in the first place. He already has the power to mimic the abilities of those around him. Why does he need Sylar's hunger, now?

From what I understand, it's because Peter doesn't really understand how to use most of his own powers. But with Sylar's ability, he can analyze and comprehend his own abilities at a level that would be impossible for a normal human, theoretically allowing him to master them all very quickly.
But the writers are making Peter an idiot so I don't exactly see how that's going to work. ("TELL ME YOUR SECRETS!!!!!")
If I remember correctly, Future Peter told Peter to go take Sylar's power and Peter believed Future Peter blindly.

You can believe that or you can just accept the fact that the future can be changed. Killing Ando probably distorted the future again.
I really, really, really don't think he would just kill Ando like that. If he's actually dead, I am going to stop watching this show. That would be so totally out of left field. I am really hoping it was a clever scheme. It would fit more in line.
But in all seriousness I am fairly sure there was some time trickery involved here.
there is no way Hiro actually killed Ando. or, if he did, he's going to go back in time to reverse it. absolutely no way does Hiro kill Ando just like that with no hesitation.
He's not going to turn around and kill his best friend just because some random dude tells him to in order to be "badass" and worthy of the job. I don't even think he'd have the heart to do it and go back in time to NOT do it. The entire thing was likely set up to make it LOOK like he killed Ando.
The time travelers can easily use their abilities to accomplish anything they wanted to. Yet they don't because they are dumbasses.
Also, Mrs. Can't Stop Me was there, she would have noticed if there was any time stopping trickery.
