I need confirmation, but I checked on a profile that I designed for lonevvolf, and I saw that his banner overlapped the background, essentially cutting out 200px of the background.
So then, I change the background to compensate for that (added 200px of white space), and I checked it on my profile (both profiles having banners with 200px height). I found that some of the white space came out--even though it was exactly 200px...
So I tried cutting it out 1 pixel at a time, until I found that it only had to be 196 pixels in height to clear the banner.
Here's an example of what I mean by the banner cutting out the background.

So I'd like to have somebody else confirm that either the banners or the backgrounds are being resized in the process of being put up on the profiles.
EDIT: Checked with the Firefox addon MeasureIt, and it showed that his banner was 200px in height.
