The difference that you refer to is not inherent in it's definition.
"n00b" is just the 1337 code for newb. After 1337 became quite widespread, it was decided by many that "n00b" would be for stupid people and that "newb" would be for simply new people.
They're really both the same thing. It's up to the individual to decide if they'll be offended by being called a newb, noob, or n00b.
And in a related matter, this forum used to be called something like "the 'n00b' forum," but was changed to what it is now. It was done to make sure new people wouldn't go "oh I'm not a 'n00b' [meaning a stupid newb] so I'll just start spamming up the other forums." People tend to be less offended by being identified as a newb than as a noob.

It's cool to see how these opinions about words evolve. Back in the days of dialup games like red alert and worms armageddon, words like newbie, newb, noob meant the same thing. In response to this thread's title, yes, newbie exists and always will in some sense.
It's like those Shakespearean words that are no longer used but remain defined in the OED. They're still used once in awhile just to piss people off who don't understand the meanings.
It's the opinions that change; not the words.
