It's controlled luck. Of course you don't plan out the judge of every single note beforehand, so as long as you're doing the right things as far as hitting early, missing when you're needing to, booing if you're high on misses, etc. The only small amount of luck is hitting 100 exactly, which is still pretty controllable.

tl;dr: very little luck, I'm able to do it within 20 tries nowadays.
