          0 should be the key. Never even saw that in my life lol. Anyway perhaps send a call to Toshiba's Tech Support. Claim you've bought a legitimate copy of Windows 7 and can't install it on your computer.

                  If you can't boot to the recovery partition then it could be borked partitions, or failing HDD. You can try looking for the "Repair My Computer" option (press F8 after you get to the F5 safe mode selection screen) See Image below. You can also access this "Repair My Computer" Option from one of the first screens on the windows 7 install disc.

                  The safe mode option:


                  The Win7 disc option:


                  Choose Startup repair:


                  If that fails you could try running the "chkdsk C: /r" command in the command prompt verify if your hard drive is good or not. Also Check BIOS for the HDD.

                  If you can't lose the data you could always try a Live Linux CD(Use Ubuntu for ease). Boot to it, Mount your HDD and copy data to a USB Flash Drive. Just whatever you do, DO NOT format the HDD til you save your data(this means running the recovery IF it is destructive!!!). Worst case scenario move there my friend.



                  welp that was a late response on my behalf lol , I hope toshiba didn't have him move forward on the recovery and kill his data. Sounded like a HDD failure to me. Good Luck!
