Favorite Artist on FFR? Kind of a hard choice, but Jewpin's stuff was fun and the collection of MP3s he gave out a year ago was pretty good IMO. Also like kGz, DJS, and Drugstore.
As far as people FFR has permission from (but may never had used); Group X, Pixietricks, djpretzel, Tom Haid, Basshunter, Sharpnel (yeah, I like a few songs, but that's mostly since I like the songs she speeds up).
Artist not on FFR? Huge freakin' list, but a short one would be Elvis, Rolling Stones, Queen, DJ Melodie, Freezepop (Stuff not in GH/RB is simply amazing...wait, dont we have permisson from them?) Enya, Evenesance (spell check?) R.E.M, Jillain Golden (Pixietricks. Her stuff not on OCremix) dj Taka, Alice DeeJay, Twelve Girls Band, Tomosuke/Zektbach, Shinedown, Killers, and (at rare times) some SoaD.

Weezer, The Offspring's old albums, M1dy, Kid Cudi, and Pendulum.
