I've spent $0 on clothing since the year 1992. Funny enough it seems I was born that year.
I get aprox. 10 new pieces of clothing per year. (As gifts from relatives.)
P.S. I don't buy cheap fabric with a logo that costs $200. :\ Instead I buy cheap metal shaped together to form micro processors, with logos that cost one hell of a lot more than $200.
Pair of jeans is like...$29.99. Can get an even better price during some sales.
Department stores, yeah. I usually go to Buckle or another place that's specific to the area, and most of the jeans are custom and go for 90, 80 dollars. Really good jeans, too. The cheapest jeans I get are at Old Navy for about $30, $40. They last awhile but they just don't have the same quality. Definitely a difference. Plus.. the t-shirts I get online are like $20-30. Other shirts I get are expensive. About $40-50. And I have a ton of jackets, most of them over $100. I won't even go into shoes.
All of my comfortable clothing is comprised of plaid sweats, torn up jackets and band shirts. The ratio of comfortable clothes to "nice" clothes, which includes jeans, is ~6:1.
I spend well over 1000 a year on clothing, or at least I did when I was a teenager. Now that I have clothes accumulated from over the years I don't need to buy as much. I probably spend about $300 on clothes every 6 months.
Like I said, I won't even go into shoes.
As a side note, I didn't even really start buying nice clothes UNTIL became an adult. When I was in highschool I wore the aforementioned "comfortable clothes" and slippers/sandals.

I haven't bought new clothes in years, so I'm not even sure how much things cost now. Every year or so, I go on trips to various places with my family - Hawaii, Canada, New Mexico, etc - and I'll get a T-shirt of a place I went there. And usually my mom just decides to be nice and buy it for me. So, no idea how much I spend.
I don't care for clothes, but skating tears up shoes. So My family probably spends 100 bucks a year on my shoes. Soon it may be more, because I'm starting to skate more.
In the last 2-3 years I've bought myself 2 t-shirts. Special ones from DesignByHumans so they cost around £40 total.
Clothes wise:
- I own 2 pairs of jeans. Used to have 3 but one pair finally fell apart after about 5 years of use. The other 2 were given to me by my dad. They are held up by a belt that was an old christmas present.
- I own around 30 shirts (give or take), all bought for me at some point or another, or else handed down to me again from my dad (even Ben Sherman shirts).
- I own a lot of t-shirts. The two from DBH I bought myself, the rest are gifts or really old t-shirts (like 6 years old at least).
- My shoes were a birthday present from Krissy, this was after I had been continuing to wear my old desert boots for months after they had holes in the sole and let water in when the ground was wet. My "fancy" shoes are another handed down pair from my dad who owns far too many anyway.
