Ugh, this can't happen. The president cannot simply just declare war. It's not in their power to do so.
The only way war can be declared within the United States is by an act of congress.
I hate when people think that the president can just bypass all of the checks and balances the constitution set up.

And that still wouldn't be a declaration of war, it would be a state of emergency.

hi19: sounds similar to Clancy's book from around 1988... Red Storm Rising. it's basically all about Russia starting WWIII because some terrorists blowup one of their oil pipelines, and they realize the only way they can get oil is to take over some other countries (and if they don't, they'll run out of oil and the country will crumble), so they have to figure out how to stop NATO, etc. so it sets up this huge war between Russia and NATO.
not his best book, but not his worst either. Clancy books are good. the ones written by him, not just the series books that have his name on them.RIPComment

I've read a whole bunch of his earlier books... They're good fun reads, but after a while I started to notice he was telling the same story over and over and over... it got that way with Brian Jaques' Redwall series too.Comment

well, that's always going to be the case with spy related novels... Clancy does a much better job of hiding it than, say, Robert Ludlum.
Also, the John Clark novels are much better than the Jack Ryan novels, IMO. bit of a pity that the Ryan ones got all the love from major motion pictures, although i've heard Rainbow Six would be made into a movie... who knows whether it'll be based off the book or the video games. And hopefully they won't butcher it like Sum Of All Fears.RIPComment
