The idea wouldn't be so bad if it weren't pitched as subscriber-only. If only intelligent users in good standing were offered sub-status, then sure, it might make a little more sense. As it is, though, anyone with the money can be a subscriber, and those people are all just as capable of being complete douchetards.
Make the number of required reports significantly higher (let's say 25), with the ability for users to unreport threads that they feel are being unjustly reported, and have it be available to all users, and it might actually work. However, if you haven't already figured, this would take a sh*t ton of work (too much work) and all-in-all, it's easier to just leave things the way they are. Sure, some threads take a little too long to lock, but that isn't going to tear the forums apart anytime soon.

As has been already stated, while we subscribers did shell out some money to become subscribers, our opinion is no more important than the regular members' opinions. People who think otherwise are only fooling themselves.
If something like this were to happen, I think that the existing admins/mods would pick 10-15 individuals whom they trusted, and those individuals would be able to potentially lock a thread as a group.

Oh, god, this will keep me from ever becoming a subscriber.
I plan on buying a 6-month subscription at the end of January, but I'm not doing it if this idea gets implemented.
Like devonin said, FFR has good moderators/admins. I've seen some subscribers that are real dumb asses and would lock something just for fun. And all the morons with nothing better to do would pull up enough to give 5 accounts a 1-month subscription and go on a locking spree.
