If you mean create a stepfile (which I assume you do), download stepmania and use the editor. There's a sticky in the Simfiles forum here to help you further.
If you literally want to edit a song, download audacity.Comment

Well, you take a bathtub, right? And you fill this bathtub up with sand. As much sand as you can find. You pull the plug and you watch the sand drain out. It's supposed to be very relaxing. And here's the clever bit, while you're watching it, you videotape it as well.Comment
