      I think you're mixing up their motives a tiny tiny bit; North Korea is run by a mad man. There's no way he would want nukes as an insurance policy for diplomatic relations.

                Nukes are great but what i think we really need to be worried about is chemical and biological warfare much more dangerous since we cant really detect it and can be more widespread and less expensive then a nuke
