nope, what it means to be in the xth percentile is that if you were one of a sample of 100 people, x people would be worse than you.

i.e. if you were 0th percentile then none of the other 99 people would be worse than you, so you're the worst. If you're 99th percentile that means all the 99 other people would be worse than you, so you're the best. There is no 100th percentile because there's only 100 people including you (i.e. 99 not including you) so it goes from 0 to 99.
