MSInfo Doc's in peer2peer files? Other file Q's

Anyone have any idea why if you download something from emule or kazaa or any peer2peer networking program along with the file is a MSInfo Document that you have to open with notepad to read what it says otherwise you're just reading your computers info. Isn't a text file easier? On another subject that I haven't grasped yet is .C .H and other file type associations that do not do anything unless you convert the file. Why not go ahead and make the file that was meant to be used? Well if anyone has any insight I'd like to hear it to make my life easier because I have no idea what you do with .cpp .hpp .bcc file or why it has to be convert manually.

You have to compile them. With a compiler. I still don't quite know how.
