Why not just make global mods? If they're trustworthy enough to mod one forum, they should be able to mod them all.

Unless of course someone is only mod of a forum for a specific reason (ie having someone who knows music production well mod just Static Jungle Gym, or someone who knows computer programming well mod Zero Errors Zero Warnings). Omega would function well as a global mod. I don't see why he shouldn't be one besides trying to keep the number of mods with absolute power low.
