surf does 27% to gyarados
54% if it hit neutral
36% before stab
x4 super effective = 144%
We can't know HP's base power without knowing Tenta's full IV spread, but it's anywhere from 30 to 70, whereas Surf's base power is 95. So depending on that, we get a final value for the HP as 45%-106%. More testing will be needed, but odds are it's a 2HKO on Gyarados.
Related note: I like the idea of M4 spamming rollout. Being able to go right through Glacia is huge for conserving HP, and the raw power really helps against Drake once Shelgon is down. Just not against Whiscash. Taking those weak resisted hits lets it set up amnesia and Tentacruel can't get through that without taking major damage.
