it doesn't really seem like admin is necessary here. Rearranging the forums or revamping user titles is something that would need to first go through discussions including the current staff anyway - so why not just make a suggestion thread about the topics?
Okay, even in that situation I'd still be able to batch-suggest the things I was going to do.
If I could accomplish this via PM, you (or whoever was to do this) would have your inbox blown up with 100+ messages like:
"Hey, can you change [user]'s title to [title]"
"Hey, can you change [user2]'s title to [title2]"
"Hey, can you change [user3]'s title to [title3]"
"Hey, can you move [forum] up three spaces"
"Hey, can you move [forum2] down three spaces"
"Hey, can you unsticky [thread1] and sticky [thread1]"
ad nauseam.
And this is assuming, by the way, that you implement each change as it's made -- which I know wouldn't happen. So either you'd ignore a message, and I'd have to send another one, prompting yet another message to your inbox, or you'd reply and ask for clarification and you'd have three replies in your message storage instead of two. This whole process would take several minutes per action (receive message-reply-receive message-action) when it'd be way easier to bypass it. edit: Oh, and this is assuming you don't have to suggest anything to any other staff.
So if it's "unnecessary unless proven otherwise by the current staff" then the current staff should be able to perform all of these changes smoothly.
But I doubt they will. The staff have been incredibly slow on something as basic as getting a fitness board, which takes literally five minutes to implement with the vB admin panel, and I'm to believe they're going to implement all of my forum-OCD suggestions? Yeah, I doubt it. The lack of admin response to that suggestion is what prompted this thread in the first place, and even if someone were to scurry to that thread, it'd be obviously to make a point. We know that the reply rate with staff on this forum, while good in general, is far from the rate it'd have to be to implement all of these changes. This is the fastest way and involves zero loss on part of the staff.
You should give us a nice example for any of these. It would really show the staff that you are actually capable. Based off your writing and stuff I've seen in other threads I'm sure that wouldn't be an issue for you.
Okay, here is an example of each:
1. "FFR Songs/Permissions" subforum is a de-facto simfile creation forum. So is "Simulator Files". Both of these deal with the creative uses of Stepmania; they should be grouped together in an entirely different forum area (for example, "Gaming" is a forum area comprised of General Video Games, Music Games, and Stepmania.)
2. "Literature" makes people who want to go there think that they're discussing literary things, in the most formalistic sense of the word. There is a controversy over the definition of what literature *is* but most people find it something distinct from popular fiction/genre fiction (sci fi, etc.); this label persists in popular culture and when you say something is "literature" they think it's high-minded. So people may not click on Literature if they have no interest in this. It should be renamed to something that conveys it's a forum centered around writing.
Different example of 2: "Chit Chat" is under a forum section called "Introductions." You are not introducing yourself here.
3. "Spin It Up" is a very unused subforum and should be organized lower on the main screen; by contrast, The Garbage Bin is very used and it's at the very bottom of the page, requiring you to scroll all the way down each time you visit the main page. This should be reversed.
4. We still don't have a fitness board. Come on, seriously?
I really do support giving administrative power to rearrange and polish up the forum, it's highly cluttered and there's a lot of cosmetic and quality of life changes he'd be able to do.
