What do mean by lag? This isn't an online game. It is multiplayer, but only on a single machine. The graphics can easily be handled by integrated graphics so there is no way you wont be able to play it smoothly.

By the way I played that video using an xbox controller. The default keyboard controls were really terrible so I switched to a controller before I realized you could change the key setup.

I only said that because my computer lagsalot. Ok, so... I don't think my computer recognizes the language during setup; or maybe it's just like that.
But, anyways.
The configuration is not opening when I click it.
Should I uninstall, and try again?

What do you mean by the configuration? The "ConfigTool.exe"? None of the Japanese text displays correctly for me so I don't think that would cause it to not open. Does the game at least run for you?

Edit: Here is an english version of the configtool. I have tested this myself and it works fine. Just throw it in the game folder with the other one.

Yes, it runs. It is laggy though; not too laggy where it is unplayable, but just enough to lower the potential fun experience.

And yea, the ConfigTool.exe is what I mean.
Or, on the shortcut that is on my desktop,"��’�".

The only issue I can think of is that it was written using c# and you don't have an updated .netFramework.
