.SPC -> .WAV/.MP3 Converter for Windows XP

Ok, first off, if you have no clue what I'm talking about, skip down to the last paragraph.

Ok, I want to make stepfiles of some of the SPCs I have. However, they must be .wav or .mp3 before I can do this. I need a converter that will convert them to one of these two formats, that works on Windows XP. Yes, I've looked on zophar.net, and all they have are DOS programs that don't work in XP. Any help would be appreciated.

For those of you that are clueless as to what .spcs are, they're the ripped sound data from SNES/Super Famicom ROM images. You can get some actual SPC files (in .rar archives), and plugins/standalone players to play them at www.zophar.net

That works... or, if .SPC files are playable, then record it with a program such as Audacity and export as .mp3. That's what I do for most/all my non-mp3 files.
