POKEMON SAPPHIRE HELP

Okay; while playing, I was at Pacificlog town. I went to the ocean currents and saw a dive spot I couldnt reach. No, It was not the dive spot where there is the secret text (actually Brail) where it opens the caves to where the Regis are. Could someone please tell me how I get there? (Not the Sealed Chamber for the Regis).

Saphire sucks anyway. Get Fire Red or Leaf Green. It's so much better that I crap my pants just to think that someone would still play Saphire.
