I fall into the camp of people who love melee and hate brawl, but if they can fix the online (how did they mess it up THAT bad?) I'll be hard pressed not to get it.

Yeah... well they just tried to make Luigi more different than Mario's move set if that makes sense. Same with Falco and Ganondorf etc. I mean, their moves are still similar to Fox and Captain Falcon's but they do the moves a little bit differently so they aren't complete clones like they were in Melee. I wasn't a big fan of Luigi in Brawl either, but I think they tried to make him act cowardly and scared like in Luigi's Mansion since that was his own game, so they incorporated that into his character.
