If you're mathematically changing the BPMs (as in multiplying by 2 or 3 or 1/2 or whatever) you can select the area you want to change and use the expand/compress commands under the area menu.
There also should be an "enter BPM" button somewhere where you can just type in the BPM you want. (I know 3.95 has it so I'm assuming 4.0 has it, though I've never used the 4.0 editor so I couldn't tell you for certain.)
