Look up C:\Program Files\Stepmania\Program on your computer
 Double-click smpackage
 Click Create Song (bottom button)
Select an MP3/OGG file from your computer and then click Open
Run Stepmania, go into edit mode and find the folder the song is in (My Creations is the default)
Press Enter (creates a level in Light by default; you can change this when you edit steps, or scroll down to where the difficulty meter is and hit left or right to change it)
Hit Enter again to start editing. Press F1 to get a list of editing commands, and then you should be good to go.

Note: WMAs will NOT work with Stepmania. They aren't recognized by the program (I've tried before and it never worked)
