Two methods can be used to solve this:
1. Search for DDR offical stepcharts. Or
2. Search for pad steps at Bemanistyle.~*~Lurkadurk - 1134-7796-6967~*~

okay but what about packs? I've downloaded what I could find off of http://stepmania.com ...I changed AAAA, AAA and AA ranks to M, P and S ranks respectively, so sue me...Comment

I've actually been able to find light and standard stepfiles here at FFR.
It was a little difficult to find him, but I would highly recommend shortysnmn2010
He makes steps that are easy enough to play at first, and then gradually goes higher up towards more heavy steps.
You can find him under the Simfiles section of this site. So far, I've downloaded each and every one of his stepfiles, and they are well synched, various difficulty levels and awesome selection and choice of songs.
I know what you mean about trying to find ones that aren't insanely difficult out there, so I did some research a while back and shorty is the best guy for all that you're asking for. Give him a try!Comment

1. Get the Plaguemix packs off of www.stepmania.com, they all have light and standard (excluding one) and are all, IMO, fun.
2. Search for the username DJ Draco on www.bemanistyle.com and get all his Sonic CD songs (palmtree panic to stardust speedway). They all go from beginner to challenge and they all rock.Patashu makes Chiptunes in Famitracker:

Udderdude does some technically proficient yet relatively easy pad stepfiles. Most of his are pad 8 or thereabouts.
