Head over to the FFR Batch Forum for all the details on how you can get your file into the game. The Artist Permissions forum section will help you find out if FFR has permission to use the song your file goes with.
Because I can, and he released his quite a while ago. It's not like other people dont make steps for the same songs. Let me give you and example. Reach released a felys (short) in the kcII. b00mbat0wer shortly after made a felys (short) and it was in the f4 pack. so why can't i make my own steps to songs. Is it illegal? are you going kill me because i did? just think of it as the same cool song with different steps. k i win. if you can correct me GO FOR IT.

Reach didn't release his Felys for KCII. He made it way before that, so it's an old file that needed new steps.
I didnt say my steps were inferior... My steps are actually quite enjoyable (not just from my standpoint).
as for reach releasing his simfile i was just making a point that more than 2 people can make steps to a song.
As a matter of fact, I will correct you. I'll use the point Vince511 brought up in the F4 pack. Restepping songs that have already been done very well before is like throwing a gourmet dinner off the table and replacing it with White Castle (or McDonalds, depending on how good / bad the steps are). Why bother when ap's stepfile is so DAMN good?
Your point about Felys is irrelevant because Reach's steps were old and bad. b00mba's steps are awesome. ap's simfile was realeased not too long ago and is very good. Actually, how long ago it was made isn't really a factor. It's just that most simfile authors have gotten much better over time, especially Reach.
By the way, Varia's comment basically said "ap's simfile is so good that it's absolutely for certain going to be better than yours", not "why did you step it if you think ap's is better".
Simfiles should only be restepped IF:
1. The original simfile was of poor quality and/or inadequate.
2. There is a completely different way of stepping it. This is more for practice than anything; if the steps turn out well, by all means, submit. This does not, however, include changing only a certain few elements. Most of the song must be stepped to a different instrument, in a different style, etc. By different style I don't mean making it so indexers can get two less greats on it. I mean jumps, taps, and holds are arranged differently.
This isn't a law. You can make whatever simfiles you want to. All I'm saying is that most likely no one will pay attention to your sim if someone has already made a very good one.
