how do you make stepfiles?

rrr... ok im new to this i dont know how to make stepfiles, and id like to make them, what program would use a stepfile?
you people are probably laughing at me right now, but if you were in a position where you didnt know how to do something and asked about it, how would you feel if people were laughing at you?

You just need to read the stickies at the tops of forums before asking obvious questions like this. If you fear that people will think you're dumb because you don't know something, there's probably a sticky about it.
