In cedolad's defense, adding a jump in screenshot 5 would either force a mini-jack or an uncomfortable staccato-like hit due to mine avoidance.

the first 3 are part of an alternative layering scheme where snares are accented with single notes instead of doubles. so firstly, you're incorrect technically when you say "kicks" and secondly, that's his choice of layering/focus and he did it correctly according to his plans. therefore, what you SHOULD be commenting on is how this choice fits or doesn't fit with the piece. I personally think it works quite nicely, as it gives the snare a very light feel to it, and without it being heavy, it really drives home the harder sections by comparison
4th screenshot same deal, except in addition, it highlights the vocals here which is a great thing to do in my opinion, considering how important and prominent it is. placing doubles here puts less power and emphasis on the vocals, so while this is also okay, I think it works well how it is and it's consistent with the rest of the chart
5th screenshot is in a section where he adds the doubles to the snare, but if you listen carefully, one beat before this there is a sudden calmness to the piece, and he notices this and reverts back to the previous lighter layering scheme for those two beats, which I think was clever and demonstrates a perceptive ear
screenshots 6-8 I think is fine because the synth hit here is so overwhelming that it takes over the prominence of anything else. adding an extra note just to emphasize the drum hit would make the left hand feel very heavy for no reason, considering that there is a single note pulse on the left hand for the entire section

ok fair enough. then let me amend my statements.
in your review it sounds like you're pointing out an error he made. if you want to critically review a chart, before anything else you need to understand the chart before you can point out improvements. at best, you can only say that if you were to chart the song, you would layer those drums there. but when you're questioning someone else's choices, you have to explain why they don't work, but you don't do any of that here
if, however, you simply meant to offer your own opinion, you should phrase it differently, like this:

I remember when the elite made packs with their own simfiles and people played, enjoyed them, and shut the hell up about technical aspects because 90% of the time they didn't know what they were talking about. It's StepMania. You don't need to go into giga details. The best simfile artists have narrowed it down to "does it feel like i'm playing the songs" and "is it fun to play". That's literally everything any casual player will care about or even most experienced players. People play shit that's fun.

PS: This pack seems to be fun for the most part. I have not gone through the whole pack yet but it seems promising so far.

oh the mess. yeah alex just that bit was a little critical, didn't mean to point it out in a huge turnabout like this.
pretty much everything sg said was true lol, so analytic wow. for a tl;dr version simply would be: light focus of perc in the beginning to give more emphasis to strings to later accentuate the perc for more density in the wubwub
but I do think I missed the kick a bit in the later parts ...
