EDIT: I would like to defend lurker on ONE point, and that's the point of syncing - has anyone bothered to actually attempt to normalize the offsets/syncs of files? With a tool like DDream around where you can physically see audio waveforms, there's no reason to not have this. Good ITG packs from users usually have normalized sync, and I fail to see why this can't happen for keyboard packs, too.
As someone who was a judge on KBO, I can definitely say that there were a few files with improper offsets/sync, and lurker did complain about that over there too.
