If you do that, then anyone that wouldn't normally do easier charts won't do them at all cause they'll think that someone else will take care of them. Only a few people would end up doing the easier charts and most of their work could go ignored cause it's not super hard.

I feel like this is kind of unnecessary.

Fully charted things seem appreciable from a novice standpoint, but many of the watered down charts (which most people will do I imagine as oppose to having a more creative simplification) are going to be plain ignored by the target audience.
I think the idea is to have a much wider target audience. lurkers on stepmania.com, all of our non-stepman friends (online and irl), and new players who download the pack in 5 years will all be able to enjoy these simfiles.

most keyboard packs are suitable for a few hundred people at most. bucking that tradition would be nice.

For the sake of completeness it's nice, but I don't think that you should reject good charts just because someone was too lazy to finish another few difficulties.

Maybe if you would like to keep the requirement, I'd suggest adding a queue of files that require more difficulties (kind of like a gfx queue) and let other people step up and take some charts, if they like the song or have a nice idea of how they want the chart to flow. It'll likely allow for some more varied ways of thinking about how the music is interpreted.
I like the idea of people helping out to fill in easier charts, sort of like how r21freak do their packs.

And the target audience isn't just FFR. A fully charted pack will get 10x more downloads than an expert keyboard pack, I wonder why that is?

clearly we're not the target audience

            Okay, misunderstanding here I think.

I'm not saying that people shouldn't add more charts; the more the merrier. I'm trying to say people shouldn't be discouraged from sending charts if they feel pressured somehow to finish additional charts (i.e. if you're slow as fuc at stepping like me) So I mean if people can finish 3/4 charts by themselves and they do it well, it's not like I'm saying "stahp u maed too many chartz"

I guess I kind of neglect the fact that the packs get cycled elsewhere other than our little cave here at FFR. I'm not really trying to pretend like other places that play FFR-community pack files don't exist, but many people outside of the community aren't going to have much of a distinction for 'quality' files. Which is perfectly okay.

Regarding Arntonach's post about people not being motivated to do easier charts if they aren't obligated to, you're exactly right. But for this very reason, many people tend to water down charts without putting much effort into their easier difficulties, because they only really care about people who play their signature chart. I only know a few people who don't do this. Please feel free to correct me if you feel like this isn't true.

Personally, I don't mind stepping easier difficulties. Plus you get to step more if you do charts for other people as oppose to the 2-file limit on your own songs (I assume anyway). I assume most people won't want to other people to step a chart with higher difficulty than their main chart though or else their chart gets overshadowed in our community though, but that's fine.

well, I do play easier charts as well. if they're rushed or not constructed properly, I'm still rejecting the file.

I don't feel like that's a valid excuse. there's a maximum of 2 simfiles per person. anyone can submit a main chart and wait for reviews before tacking on easier ones. submissions will remain open until the cap is reached, which will almost definitely take a long time.

so basically, step up ya game

I'm considering increasing the limit to 3 because if this pack wants 40 good files, 2 per person is pretty stingy. I'll see how submission flow goes though. This pack isn't going to be done any time soon.

Definitely a good idea to up it to three files per person. Otherwise you're stuck finding at least 20 stepmen to contribute. Not easy
