Currently the StepMania 3.9 Plus BETA 3 is not publically downloadable. You must PM Archer on the StepMania boards if you want to BETA TEST it. He isn't just gonna randomly give it out to people who just 'want it'.
Therefor, there is no 'link' to download it. If there is then its illegal.
