Register at www.bemanistyle.com (it's free), and follow this link. That is modified noteskins of ITG's Cel noteskin, aka Excel. If you want the regular ITG Cel noteskin, go to www.stepmaniathings.com, and get the noteskin from there. The Excel noteskin pack also has a SM 4.0 alteration. If you are using SM 4.0, then you'll want to get the SM 4.0 alteration of Excel, as the 3.9 alteration WILL NOT WORK.
