I need an SM 4.0 theme with two things...

From what I know, there isn't any of such so far. But all I know is that the people who made StepMania System Zero is making a SM 4.0 skin. Heck, it may just be ready right now.

Its not hard to make up your own mods, let alone plop in bganims

BGAnims, I dont mess with, but im sure you can just take _Black.png and stretch.. to like.. oh 640x40.

if you want to make up percent mods, just go open up your metrics file and find/look for [ScreenOptionsMaster], make your percents, then go to Language/English.ini and make sure your names are right.

there was a theme on SMO file centeral for 4.0 im not sure its what your looking for but its like the only theme for 4.0 that iv seen

It may be on SM right now, but I'm not sure.
