I'm going to be bringing in a pad setup with StepMania loaded, but I have no idea what packs are good to play.
Preferrably looking for lower difficulties up to maybe 11s.

I'd say the ITG packs and maybe some DDR packs are your best bet honestly.
There's some out there like Sexuality Violation and Jimmy Jawns and similar too, but for well-known just go with the default pad packs, especially for that level.
I'd recommend asking around Z-I-V for it too, they know their stuff for pads.
