Oni is Challenge. On DDR, keep going right when you pick a difficulty, past Heavy. On SM it's the same thing (some songs do not have Challenge steps) plus if the song has Challenge steps, you can just hit down-down again, past Heavy (the feet will be blue).

More about Oni steps!
Oni remixes of songs such as Hysteria 2001 had Oni steps only. When they debuted in DDRMAX2 7th Mix, the Oni steps and Oni remixes were originally only playble as parts of different Nonstop in Oni mode. These remixes were made available to play individually in DDR Extreme 8th Mix.
For songs that have Oni difficulties in addition to the normal 4 modes, in general Oni steps are more difficult than the Heavy stepchart, with a few exceptions like Kakumei Oni and Sakura Oni.

Yes, it is called Challenge mode on Max2. Oni apparently means demon in Japanese.
