They're soft pads, but they come with some sticky pads so you can stick them to the floor, that way if you're playing on a hard, smooth floor there's less of a chance that you'll slip and fall and hurt yourself (Although I still wouldn't recommend playing above a hard surface...)
Basically, either velcro them, or, much more preferably, get some of that really strong silver tape and tape them down to either the floor (If you expect them to be permanant, but do know that these $20 soft pads aren't fluxes and they do have a certain lifespan... Mine are going on 2 months and are just barely starting to malfuction, by the end of thier third month I'd expect to be throwing them out) or a good plywood board (Or thick particle board if you're cheap).
Overall they're good starter pads, I've been using them since I first started playing (With MAX1), They've lasted me up to where I'm doing 9-footers pretty easily now...
I could not find any velcro. I tried taping it with that grey tape. It's pretty strong but it only lasts one song on my type of rug (MAX 300). After that it just slips and eventually slips on the my desk leg. I cannot do all nine-footers.
