I only semi-agree with what most people are saying--I don't know about adding a 14th degree of difficulty. However, the 1-12 area gets used more than enough, and the 13th difficulty level is only used for one song. Remember back in the day when this used to belong to 2 songs? Both of those songs have de-leveled by 2.
I think that the 13th difficulty level should simply be given a name, and then used a bit more.
I had an idea a while ago for new difficulty levels for C and up actually. But I think the difficulty levels are sort of expanding on their own in a way, harder and harder songs are becoming VC/FMO/FGO...
Anyway:
9 (C) - Most 9s now, minus the really fast or hard-to-PA ones.
10 (VC) - The hard/tricky 9s and the easier VCs (ones that aren't in TP list).
11 (Expert) - Hard VCs and easy FMOs (the ones people go for Oni on).
12 (FMO) - Most FMOs.
13 (FGO) - All the Guru songs that we expect (only) the best players to be able to AAA. A few recent FMOs might belong in this category (I Hate The 80s...).
14 (Godly) - Don't even bother trying to PA unless you are very good. Nobody can AAA this. So yeah, Revo, DP, Here We Go, CCCP, RATO, Eclipse, vrofl. Maybe even CP too. Even with mashing, not too many people can FC these songs.
I kind of like this system. The possible addition of a 14th difficulty (FEO) and the movement of some of the more stupidly difficult songs (like DP and RATO) to the currently unnamed difficulty would definitely help even things out. The bottom line is that right now, the difference between really high and really low FGOs (and possibly FMOs) is so vast that it's ridiculous to bundle them under a single difficulty.
Incidentally, if we are gonna name the unnamed difficulty, I vote for -Retarded-.

The ones in red unlock Oni. They all become VCs, meaning you'd have to change all of the songs that unlock Oni again, and Oni gets will be REALLY difficult now.
And besides, if the difficulty shift were to go through it would mean that the high/low FMO/FGO discrepancy would just become a high/low VC discrepancy (since I think we can all agree that Carrousel Paradise and EHHS do NOT belong in the same difficulty). So, in order to compensate, there would have to be a VC difficulty shift, which would probably lead to a Challenging shift, and so on and so forth until everything is reorganized.
It seems like adding songs to the 13th difficulty would just be less work all 'round.
(Plus, I really don't like the idea of OMW as an FMO and vrofl[!] as an FGO. It just seems wrong.)
I think moving things down would just make the problem (of the difficulty levels getting much harder as time goes on) worse. If you really want to keep FMO and FGO meaning about the same thing, I agree with Kairon and Halogen, the best solution is probably to move some of the ridiculous FGOs to the 13 difficulty. FN and RATO are so far apart they're almost not even related.

13's! 13's! 13's! I like the idea. Only about 6 might be 13's though. If you did 14's you could do like Revo and the like as 13's and DP, RATO, CCCP and those others as 14's. But I say 13's would suffice. And it would be awesome.
