I think this would be a difficult thing to judge. Would you be going by how good you think the person is or how good the person is compared to the rest of the community.
Example.
EA, Myself, Proto and a few others play One Handed. A more difficult play style to PA with. Would that matter at all?
Would All Good FCs, All Average FCs, 5000 Boo Survival, 3 finger AAA, Same Number for Every Quantity (44 Perfects, 44 Goods, 44 Averages, 44 Misses, 44 Boos, 44 combo) etc. be qualified for fame-worthy playing?

I've been a member since '05 and playing actively since summer '07 and have 1 FMO AAA, but i'm not HoF worthy...hell, i'm a perfect example as to why people with FMO AAAs shouldn't be automatically placed in HoF.
Anyways cool idea, don't know what else to really contribute to this though since everything seems to have been said already :/.
Well alright, this would have to really be separated into different "time zones", if you will, in order for this to work correctly.
FFR has dramatically changed over the last 5 years (Yes, it's been 5 years now). The initial people who played/discovered this game, that are no longer around, would be in the first of the few HOF zones. People like, Arch0wl, Spazzbite, Banditcom, Linus, Ignite, Nima would all fit swell, and some others. This is basically the initial "R1" crew.
Afterwards, a lot of those users quit/left. While they're still around, they definitely are not active.
At this point, FFR has added lots and lots of new songs and a lot of new users have come into the community. It is by far necessary to separate this time period from the other due to the growth of the game itself. More songs and more competition definitely improves the community as a whole. I would say the beginning of this era would be around or right before Multi player came out. Probably sometime in 2004. I'm not listing specifics because I'll end up getting myself caught up in a huge list, but trust me, there are tons of people in this era that should be in the FFRHOF.
Next, and by far the most noticeable, would be the introduction to speed mods. This whole era, well, completely changed FFR and the skill the whole community had, drastically. Another big part of this change was also due to the HUGE (when I say huge I mean HUGE) influx of people on this site. While it didn't happen until around June of 2007 (Thanks widgets!), I'd classify the entire year as it's own era, which leads up to the present.
Basically, I'd break it down into:
1st Era: 2002-2004
2nd Era: 2004-2007
3rd Era: 2007-
If I was to go about this, I'd organize it by what songs were out throughout each time period, do research through old threads looking for information on "better" players of each time period, then start listing via accomplishments and high scores.
As for the idea, I'm all for it, as long as this list isn't completely subjective and isn't judged by fairly new users. If you guys need help, or want me to judge, I'm up for it

You're missing the "I've actually been a part of this community for a useful length of time" requirement.
Basically, I'd break it down into:
1st Era: 2002-2004
2nd Era: 2004-2006
3rd Era: 2006-?2008?
Is how I see it. There was a fairly big site and feature overhaul back in 06. Then again it also depends on member generations (current members start leaving/many new members join). It looks like a 2 year era thing...some current people are starting to leave or not play FFR now that could probably fall into 3rd era.
While I'm at it, I guess I should /rant/specify.
Guys, all skill token accomplishments are a joke in comparison to what I would be looking for. An FMO FC/AAA would be a joke. Having 500 Tier Points would be a joke.
AAA'ing an FMO is almost a cinch nowadays. Balloon Fever has many AAA's. Vertex Beta has many AAA's. Sympathizer has quite a few. Etc.
While Tier points does separate skill from overall ranking, it still doesn't do justice. Take myself for an example. I barely play now (compared to how much I used to play). I'm lazy with FFR. Does that mean I'm bad because I haven't AAA'd an FMO since skill tokens have come out? No. I just don't feel like doing it. I haven't tried to purposely improve my tier points in over 7 months now, yet I'm still on the list. If someone was to look at that and judge placement and relate it to skill, I'd be at the very bottom of the "better" players, yet, I am quite capable of AAA'ing almost every FMO if I played like I used to, and could easily have a ton of tier points. Does this mean I'm not HOF worthy? Of course not. If we strictly judged acceptance based on specific requirements, the list will be terribly messed up.
In order for this to truly work, there's a crapton of things that need to be taken into consideration. Is the member active? Will the member be active? What are his/her capabilities? What accomplishments have they set? Is there any epic scores he/her have? What have they AAA'd? What have they Fc'd. Etc.
Take all of this into mind, compare it when it was and who they were playing with, then, you have yourself the beginning of a list. What would you say is worth more, an SDG on Abstrusity 2 years ago, or a AAA of it now? An FC of FOTBB 2 years ago, or an SDG now? You really can't compare these at all, and this is why it's necessary to split everything up. You cannot compare Rubix to Arch0wl. Shash vs. Ignite. Etc. It just doesn't work.
Anyway, IMO, anyone before or around 2004, are still active, and have a good knowledge of it's users and history are perfect for judging the entire thing. We could separate judging into eras, with judges overlapping each era for an even more accurate list. Someone like Sprite- would make a great judge on the current era, but certainly would not for 2003. If we had something such as:
1st Era- 3 judges (Users from 2004 or before)
2nd Era- 3 judges (6 total) (Above+Users from 2004 or later)
3rd Era- 3 judges (9 total) (Above+ Users from 2007 or later)
Would work wonders. Thoughts? Ideas? Comments?

Uhh, forgot something big to handle. As for the players currently, or in history, who have had BS called on them, what do we do? Polls? Absolute proof? No idea on this one, so I'd like some help.
