waaaay back in the day having a voluntary list of alts did pretty much solve the problem, but that was also back in the day where you could be on a high score list without a AAA on FMOs so most of us knew who the alts were anyway

Even knowing that someone is an alt won't matter to a person who feels their statistics are being adversely impacted by alts. Even if we gave the option on account creation "Is this an alt?" and flagged them pre-blacklisted so you could mess around without changing other people's stats, it woudln't actually help the problem.
