I don't think a strict "100 hardest songs" is a good idea.
My idea for a tier list is a couple songs that stress each type of skill in FFR at each difficulty 8-13. This is a fuzzy limit. There may be a few songs in the list that are less, like a "1 or fewer on 100 bar blackout" being worth 1 TP. If the list is good and short, pro's wont mind PA'ing those few easy songs to boost their TP. Then also noobs can have a few TPs and it allows easier classifications of worse players.
5 difficulties * 9 types of skill * 2 songs per difficulty = 90 songs. Similar number of songs, but more comprehensive.
The skills being Blue notes/Background, stream, endurance, jazzlike and confusing rhythm, jumpstream, jumps/triples/quads, jackhammers, rolls/burst, antiskill (token songs).
So for example,
Blue: Lethal Injection, Uber Rave, Marissa Stole the Precious thing, Flight of the bumblebee...
Stream: Purple, Monstrous Turtles, Vertex Beta, Strangeprogram, Reality
Jumpstream: Seven, Exciting Hyper Highspeed Star, Kidney Stone
Quads: Turkish March, Adventures of Lolo
Skill: Nanairopanda v2, OMGWTFT0KEN...
...
That's a good idea in general, but going for specific skillsets will leave only a few of the topmost FGOs, unless you decide to be really broad. Then the very topmost players won't have enough songs in the list to be able to meaningfully tell each other apart.
This is actually a bigger problem than it sounds, because it's really tough to get a system that is both useful for slower players (that is, not too based on combo/mashing) and relevant for the highest players (it needs to have enough top songs).
The only way I've thought of is to have every song start at 1 point for an FC with already decent PA. The idea there is that the difference between a lower player (a few VC AAAs, let's say) who can mash FC the high FGOs, and one who can't, will be very small, because even if they CAN combo a high FGO, they will probably not have good enough PA to net more than one point. This breaks the "N points on a song is constant difficulty" thing, but I think we're actually better off without that, because then we can have relatively easy reqs (1/x on the old system, which if you remember is 2 points easier than the current one) to start people off with, and also have very high reqs (like a RATO one which would be 10 points based on what we have right now), without ever needing to go beyond a single digit for any individual chart.

Very true, but because FGOs generally contain a wide variety of patterns, I think it's fair enough to allow some FGOs to fall under more than one category. For example, J'ai and Grist would both fall under the jacks and the burst sections. I don't see the harm in doing this since each category should be independent of each other.

As painful as it is for me to say this, perhaps we should wait until people get into the swing of summer vacation for any real progress on this? From what I've seen so far, opinions on how the new system should be laid out are like assholes: Everyone's got one.
I'm taking back my ST-accumulation idea, however, as while a wide variety of skills are tested in getting them, there was an "Easy Skill Token" even some years ago that would unfairly speed people along in that regard. I'm also seeing a fair bit of complaining about some of the higher requirements (if anyone has a right to bitch about the CP trill, I think Dossar's right up there).
One more thing that I'm noticing: I have the 1/x on Momentary Life due to good PA even though I got two misses in the last 25 notes. Also, at least three times I've fallen a boo short of a TP and still got the point, but with a red asterisk. Dunno if the first problem is solvable, but maybe the second could be tweaked?

Rhythm, when you get a score with a red asterisk, it means that you met the physical definition of what you needed to fulfill the requirement, but your score wasn't technically what it wanted. It's like when the requirement is SDG, and you get 9 goods and a boo, your score is technically worse than an SDG, but you still technically met the requirement.
