Why is it that when i play FFR it so terribly off beat?!

your internet connection has ABSOLUTELY NOTHING to do with how FFR performs.
If the arrows are lagging (falling gradually farther and farther behind) change to low quality (hit the little Q in the top left a couple times till you see the quality switch..it's quite obvious). You could also try changing video drivers (when I updated my video drivers FFR would be laggy in the menus for some reason, but once I started a song it was fine...)
Other than that, there are a lot of FFR stepfiles that are pretty offbeat.Reach: there was this bee. i hate bee\'s...i tryed to kill it, but then it didn\'t die and it started making weird noises so i was like oh (#$% hes gonna sting me. i started running but i triped over some rock and rolled down a hill into the river. -
some web browsers mess things up as well. IE is best bet.Comment
