This may or may not help at all, but my best advice is to just listen to the music and follow that. It also helps to get some musical background on rhythm, so you'd know what to expect if you see 24th arrows coming; IMO, this is better than sightreading and trying to hit however many arrows you predict will come up.
And as others have said, practice with Stepmania. Try making a simfile edit with 24th trills at an appropriate BPM and play that section over and over. Hope that helps.

That's why I suggested to practice problematic patterns by making an edit on stepmania full of them; in this case, 24th trills.

Just keep playing harder songs, And also play stepmania as much as possible... you will get it in due time.
