Uhm, you use the program Stepmania to step songs for FFR. But you can't use a song unless you have permission for it. There's a whole list of artist's websites somewhere on the forums that have the full list (updated regularly) of songs that you can step for FFR.

Haha, and no, it's not limited to a group of certain people. ANYONE can make a stepfile for FFR and submit it. It just has to be good.
