Making a new song for FFR

As of writing this, I am halfway through stepping March of the Toreador (its classical, so public domain!) by Bizet, once I finish stepping the song, what would I need to do to get it put on FFR?

public domain is not good enough. you MUST have permission from the performer.

I've always wanted to do that, I've sent private messages to Synthlights and other admins and none of em ever answered me.
