How do you unlock settings in the setting menu?

They aren't unlockable; they're simply unavailable.

No coding has been done for them thus far, so they are more or less placeholders.

There's nothing wrong with screen shrinking.. I'm so used to it, it's kinda sad when I forget to screen shrink and miss every single arrow like a noob.
