You have to challenge the Navi that is the rank 1 higher than yours to a Netbattle. If you win, you get his/her rank. You have to keep challenging the better Navis to go up ranks.
Of course, if a much higher ranked Navi challenges you and you win, then you get his rank if its part of the deal.
