They probably would have if the game was going to be a remake of the original B/W with a few new additions to it. This isn't a remake, however.

Please join me in congratulating Wayward Vagabond for stepping Gotta Catch 'Em All. It's a pretty difficult file, but I'm sure most of you will enjoy it.

Also, I forgot to mention this but team member Silvuh (i.e. Mr. Dewott) stepped a Pokemon-related song in the most recent batch called NEXT STAGE!!, and it has since been accepted. I gave out 2000 credits to him for submitting that file, but now it's time to hand him the other 8000 credits! Congratulations! I keep my promises!
