In section III it says rounds are 4 days long, but in Section V (question 4) it says rounds are one week. Which is it o:

The dashboard is indicating a round length of 4 days, so that's the one to go with.

Secretly hoping I don't beast mode too hard and promote to 83 prior to the tourney because I was bottom of the barrel in the last one and don't want to go through that again T.T

If you play for a few weeks I think you will pick up your old skill fairly quickly. At least that's what I felt. A few months ago I had a hard time FCing level 50's, but I'm pretty much back to my old level again now.

Any advice? I used to be clean Fcing 60+ but now I can barely Fc 40s and no matter what I try I seem to have hit a wall

It's kinda painful, but I just kept playing files that tested my speed over and over again. Stuff like Monstrous turtles, over the frail dream, myriagon etc

I skill boosted alot in a very short time, but now it's going slowly again. I have a hard time getting SDG's above 75's unless they're on the easy side.

Edit: You can play with rates too and slowly amp it up.
