The top division always has lots of AAAs. The top players are ridiculously good at this game.
You have to go seriously into "Brutality Tournament" territory to change that- look at my tournament, the first 3 rounds were all mid-high FGOs and they all had AAAs not only in the top division, but the division below that too!
