Circle tool. Or i just draw out a rectangular selection with the marquee tool
Then go to Select->Modify->Smooth. Then set the radius size depending on how round you want the corners in the selection to be.

There's a bunch of ways, my friends told me. I'm sure aviary or image editing sites have rounded edge tools.
