Theodore Roosevelt because he had multiple pet flying squirrels in the white house during his presidency and one of the squirrels had everlasting life, therefore helping the groundhog after he fell by flying him to a thick, soft cloud that would never drop him again. And that's where groundhogs go when they die.

Well it obviously can't be Bush, because come on everyone knows that beavers love BUSH. I would say Abraham Lincoln... mainly because the Groundhog would get the sense of security of course because it's honest Abe.. He chopped down the cherry tree for Christ sakes man!
