                    Well, the groundhog is at the second to last spot on the chain of the most retarded animals(in other words, the groundhog is the second most retarded). If the groundhog falls on his head, he would have gone up a spot, but since he fell on his tail, he falls a spot, creating a tie for the most retarded animal. So naturally he falls in love with his equal, a cat. And who was the most retarded cat ever? Garfield. So what president does the groundhog fall in love with? James A. Garfield, the 20th president of the U.S.
